These steps are for Windows XP.

Go to Control Panel, Regional Options.

In Regional Options, click on the Languages tab.

Click on the Details button.

Click on Add and select French surrounded by the dropdown box.

Then in the failure to pay input language, loose change to French.

Click on OK to exit out of Regional options.

Now at the bottom of your blind, you will see a small box with any EN or FR. You can click on that to change your verbal skill input.
