If you own Microsoft Frontpage then you should be adjectives set. It gives you a WYSIWYG (What you see is what you get). Which is really nice to own. I'd highly recommend it unless you look into doing a query for HTML code which does the background for a website.
I really similar to the Mozilla Browser for this. It comes with an html editor (under tools > composer) that also administer the WYSIWYG ability for creating webpages. It's free (also includes a really apt email tool) and can be found at:

So, what are you going to do with the webpage one you create it? You'll stipulation somewhere to post it.



If you want, you can host it yourself right on your own computer! To do so, you'll need a couple of things; webserver software and a network address.



The most popular webserver software is also free. It's called Apache httpd and is located at:

Once installed, you'll put your webpages lower than the htdocs directory and voila! Others can access your webpage.
